Background:

PONT is a transboundary conservation trust fund. As a trust fund, PONT’s approach to conservation differs from the standard “project based” or “short-term” solutions. PONT’s funding is long-term and designed to ensure the sustainable management of the Prespa Ohrid ecoregion. Our model emphasizes long-term commitment, transparency, accountability and collaboration.

The planning grant is the first step in PONT`s support to NAPA for the benefit of RAPA and the Prespa region. It aims to develop a detailed and realistic operational plan for 2019 and a full grant proposal to PONT for its implementation. It will take into consideration the contribution from the second phase of the project “Transboundary Biosphere Reserve Ohrid-Prespa (PRESPA-Albania)”, financed by KfW and implemented by a GFA led consortium.

The National Agency of Protected Areas (NAPA). NAPA has the responsibility of steering the grant as well as its progress reports.

National Agency of Protected Areas, created by the Council of Ministers decision. No. 102, dated 04.02.2015, aimed management, protection, development, expansion and operation of the surfaces of protected areas in our country, which today account for about 16% of the territory of Albania. NAPA manages the network of protected areas and other natural networks as Natura2000 under management plans drawn up. NAPA monitors and inventory of flora and fauna in these areas, as well as a very important aspect is to generate income from services to others.

Under the auspices of NAPA exist 12 Regional Agencies for Protected Areas with a total of 204 staff. They are responsible for protected area management on the ground.

The Regional Agency for Protected Areas (RAPA) in Korca, has 27 staff and for the planning grant  the responsibility of planning and leading the implementation of grant  measures at local level as well as establishing links with local stakeholders.

  1. Overall Objective of the job:

Under the supervision of the Director of RAPA, the expert will provide support for the following activity areas of the RAPA:

  • Elaborate the details for the activities for included in the the annual work plan of RAPA for PNP 2019 concerning natural resource management (Forestry, pastures, etc.), including estimation of the related costs;

In particular, the responsibilities of the Expert comprise, but are not limited to the following tasks:

  1. Specific tasks:

 

  • Take into account the management plan of PNP and review the annual work plan of RAPA for PNP 2019 prepared  in November 2018 in close consultation with RAPA Director and key RAPA specialists
  • Describe in detail the activities to be included in the annual plan of 2019 related to natural resource management, including estimations of the related costs in close consultation with RAPA Director and key RAPA specialists;
  • ;
  • Make initials cost estimations for each natural resource activity to be financed by PONT and requested by RAPA i.e. costs and staff input breaking it down into detailed cost estimations keeping in mind the budget ceilings provided by PONT and RAPA, following the cost categories defined in the PONT Grant manual (Consultants; Consumables, operating and others cost; staff costs; Travel; Meeting, training, equipment);
  • Contribute to the finalization of the 2019 Operational Plan for Prespa NP with respect to natural resource management following the comments and suggestions from RAPA and PONT.
  1. Coordination:
  • Close coordination of activities with RAPA Korce
  • Close coordination with two more experts (financial expert and civil/construction engineers)
  • Communication of work progress and consultations using all possible means (e-mail, phone, meetings)

  1. Expert Profile

Qualifications:

  • University diploma (degree in forestry engineering or related field)
  • License to conduct studies, planning and works in the Forestry field
  • Minimum 10 years work experience in the forestry sector in Albania
  • Good knowledge of the National Park of Prespa and its management plan
  • High skills on forestry management planning and natural resource management proven in practical experience in forest management planning
  • Previous work experience in a similar position and/or previous experience in projects related to protected areas is an asset
  • Previous work experience with an international organization is desirable but not a pre-requisite, experience with the German cooperation (GIZ/KfW) is an asset
  • Excellent command of both English and Albanian languages (written and oral), Macedonian language is an asset
  • Strong computer (MS Office, internet) and typing skills
  • Professional demeanour and appearance
  • Highly organized and able to work result oriented

  • Review the PONT Grant Manual to understand the requirements for PONT co-financing;
  • Prepare a report on costs concerning the management of Prespa NP covered by the Government of Albania through NAPA/RAPA budget for the period 2016-2018;
  • Describe in detail the activities to be included in the annual plan of 2019 and estimations of the related costs, with the exception of those related to natural resource management and maintenance of current hiking trails and development of a biking trail, in close collaboration with with RAPA Director and key RAPA specialists based on the annual plan of 2019 prepared By RAPA in November 2018;
  • Make initial cost estimations for the activities to be included in the 2019 Operational Plan, following the cost categories defined in the PONT Grant manual (Consultants; Consumables, operating and others cost; staff costs; Travel; Meeting, training, equipment), with the exception of those related to natural resource management and maintenance of current hiking trails and development of a biking trail;
  • Consolidate the draft 2019 Operational Plan budget, including the activities related to natural resource management and maintenance of current hiking trails and development of a biking trail, and discuss the feasibility of its implementation with the RAPA Director and specialists and in consultation with PONT and GFA;
  • Present the final 2019 Operational Plan budget and the related budget following the input from the RAPA staff, PONT and GFA.

Qualifications:

  • University diploma (degree in business administration, finance, economics or related fields is an asset)
  • Excellent command of both English and Albanian languages (written and oral), Macedonian language is an asset
  • Good knowledge of the legal and administrative framework of public finance management, ideally through work experience in a public institution in Albania
  • Previous work experience in a similar position and/or previous experience in projects related to protected areas is an asset
  • Previous work experience with an international organization is desirable but not a pre-requisite, experience with the German cooperation (GIZ/KfW) is an asset

Info Day meeting of the project LASPEH

Info Day meeting of the project LASPEH (Low Adriatic Species and Habitat), funded under the INTERREG IPA CBC Italy-Albania-Montenegro 2014/2020 Programme, will be held on 16 November in Berat.

 

The Management Consortium of Regional Natural Park “Coastal Dunes from Torre Canne to Torre San Leonardo” is the lead beneficiary of this project in cooperation with partners from Albania (National Agency of Protected Areas), Montenegro (Public Enterprise of National Parks of Montenegro) and three Italian partners (Management Body of the Regional Natural Reserves of the Eastern Coast of Taranto, Municipality of Ugento and Municipality of Guardiaregia).

 

In Albania this project will be implemented in the area of ​​Mali Tomor, Dardhë and Kapinov. By this Project we will have a conservation plan and concrete actions for a better protection of Western Capercaillie, Tetrao urogallus, part of Red List species in Albania,, that grows in this area. Through this project we will do concrete actions such as afforestation of these territories improving the habitats of Tetrao urogallus. Although, this area is the natural "home" of this species, the number of individuals for last 20 years has been reduced. After placement of the hunting moratorium, the presence of this species has grown. The project will bring an increase of tourists’ interest for protected areas and community raising awareness as well as the positive impact of the protected areas, in the surrounding local communities. This will be done through education campaigns with school students and community of the area.

In the frame of this project we will revitalize the existing paths, through which we go to the place,
where it is located mostly this specie and build a simple view point structure for tourists,
who will watch at these species and the surrounding landscape.

LASPEH project, financed under Priority Axis 3 (Environment protection, risk management and low carbon strategy) of the Programme, aims to promote and support the biodiversity safeguard reducing the contraction of biological diversities. In other words, LASPEH faces the loss of biodiversity by defining a common strategy to preserve the natural heritage and the landscape in the Low Adriatic basin.

LASPEH will implement several activities such as a transnational joint strategy for the better management of priority species in Natura 2000 sites, conservation plans on three priority species and their pilot areas to be adopted at local (regional) level, conservation pilot actions to improve the level of protection of target species/habitats and boost long lasting environmental conservation, and finally awareness campaign on stakeholders (targeted workshops addressed to schools and families on environment preservation, visits to natural sites for children, schools and families to boost sustainable tourism).

Konsorciumi i Menaxhimit të Parkut Natyror Rajonal "Duna Bregdetare nga Torre Canne në Torre San Leonardo" është përfituesi kryesor i këtij projekti në bashkëpunim me partnerin shqiptar (Agjencia Kombëtare e Zonave të Mbrojtura), një partner malazez (Ndërmarrja Publike e Parqeve Kombëtare të Malit të Zi) dhe tre partnerë italianë (Organi Menaxhues i Rezervave Natyrore Rajonale të Bregut Lindor të Taranto, Komuna e Ugento dhe Bashkia Guardiaregia).

Projekti LASPEH, është pjesë e shtyllës 3 të programit (Mbrojtja e Mjedisit, menaxhimi i rrezikut dhe strategjia e ulët e karbonit) dhe synon të promovojë dhe mbështesë mbrojtjen e biodiversitetit (shumëllojshmëria biologjike) duke reduktuar tkurrjen e diversiteteve biologjike. Me fjalë të tjera, LASPEH përballet me humbjen e biodiversitetit duke përcaktuar një strategji të përbashkët për të ruajtur trashëgiminë natyrore dhe peisazhin në pellgun e Adriatikut të ulët.

Në Shqipëri projekti do të veprojë në zonën e Malit të Tomorit, Dardhë dhe Kapinov. Projekti do të ndërmarrë përmirësime me pyllëzime të këtyre territoreve, duke përmirësuar habitatet e një specie të rrezikuar, që rritet në këtë zonë si Gjeli i Egër (Tetrao Urogalus). Megjithëse kjo zonë është “shtëpia” natyror e kësaj specie të rrallë, numri i individëve këto 20 vite ishte ulur shumë, duke shkuar drejt zhdukjes. Me vendosjen e moratoriumit të gjuetisë, prania e kësaj specie ka ardhur duke u rritur. Projekti parashikon ndërmarrjen e fushatës sensibilizuese dhe edukuese me nxënësit e shkollave dhe komunitetin e zonës. 

Në kuadër të këtij projekti do të rivitalizohet rruga ekzistuese që të con në vendin ku gjendet më së shumti kjo specie si dhe do të ngrihet një kull vrojtimi për turistët, të cilët do të vrojtojnë këtë specie dhe peisazhin përreth.

LASPEH do të zbatojë disa aktivitete si një strategji e përbashkët rajonale (vendet e Adriatikut) për menaxhimin më të mirë të specieve prioritare në zonat e Natura 2000. Planet e ruajtjes për llojet prioritare dhe fushat pilot të tyre që do të miratohen në nivel rajonal, veprime pilote konservuese për të përmirësuar nivelin mbrojtjen e specieve / habitateve të synuara dhe rritjen e ruajtjes afatgjatë të mjedisit, dhe së fundi fushatën ndërgjegjësuese për palët e interesuara (takime me nxënësit e shkollave ​​dhe familjet për ruajtjen e mjedisit, vizita në sitet natyrore me fëmijët, shkollat ​​dhe familjet për të nxitur turizmin e qëndrueshëm).

INTERREG IPA CBC Italy-Albania-Montenegro 2014/2020 Programme is a trilateral cross-border cooperation Programme co-funded by the European Union through the Instrument for Pre-Accession Assistance (IPA II) in the programming period 2014-2020. The Programme is designed in the frameëork of the European strategy for smart, inclusive and sustainable groëth (Europe 2020). It aims to assist participating countries in meeting their national 2020 targets, fostering cross-border cooperation across the Mediterranean, in vieë of pre-accession of Albania and Montenegro to the European Union. The total Programme budget is around EUR 93 million co-financed by the Instrument for Pre-accession (IPA II) at a rate of 85, ëhile there is a 15% national co-financing for Italian partner (located in Puglia and Molise).

Kick-off meeting of the project LASPEH (Low Adriatic Species and Habitat), funded under the INTERREG IPA CBC Italy-Albania-Montenegro 2014/2020 Programme.

 

The Kick-off meeting of the project LASPEH - “Low Adriatic Species and Habitat”, co-funded for around 500.000by the Interreg IPA CBC Italy-Albania-Montenegro Programme, was held on 27th and 28th September in Ostuni (Former Municipal slaughterhouse), Puglia. A press conference was held at 11:30 am on the first day of the meeting.

Management Consortium of Regional Natural Park “Coastal Dunes from Torre Canne to Torre San Leonardo” is the lead beneficiary of this project in cooperation with one Albanian partner (National Agency of Protected Areas), one Montenegrin partner (Public Enterprise of National Parks of Montenegro) and three Italian partners (Management Body of the Regional Natural Reserves of the Eastern Coast of Taranto, Municipality of Ugento and Municipality of Guardiaregia).

LASPEH project, financed under Priority Axis 3 (Environment protection, risk management and low carbon strategy) of the Programme, aims to promote and support the biodiversity safeguard reducing the contraction of biological diversities. In other words, LASPEH faces the loss of biodiversity by defining a common strategy to preserve the natural heritage and the landscape in the Low Adriatic basin.

LASPEH will implement several activities such as a transnational joint strategy for the better management of priority species in Natura 2000 sites, conservation plans on three priority species and their pilot areas to be adopted at local (regional) level, conservation pilot actions to improve the level of protection of target species/habitats and boost long lasting environmental conservation, and finally awareness campaign on stakeholders (targeted workshops addressed to schools and families on environment preservation, visits to natural sites for children, schools and families to boost sustainable tourism).

Program Support to Albanian Negotiation in Environment, Chapter 27 or SANE27 that is supported by Sida and implemented in partnership with Swedish Environmental Protection Agency. 

An announcement for recruiting national experts in environment and climate change that will support the MTE in the assessment of the level of transposition, implementation and enforcement of the EU environmental acquis and will support the ministry in the screening process as part of EU negotiation preparation. Nature protection is one of the sub-chapters which shall be covered with the assessment as a first step to start screening for the EU negotiation.

Ministri Klosi në Ditën Botërore të Rangers-ave: Fituam një nga betejat e para për natyrën

Gjykata Administrative i ka dhënë të drejtë ministrisë së Turizmit dhe Mjedisit duke lënë në fuqi vendimin për anullimin e ndërtimit të HEC-eve në kanionet e Osumit.  Lajmin e ka dhënë  ministri Blendi Klosi në Ditën Ndërkombëtare të Rangers, i cili theksoi se ky vendim është lajmi më i mirë që mund të jepej në një ditë që shënon simbolin e ruajtësve të mjedisit  “Gjykata administrative e shkallës së parë vetëm një ditë më parë ka dhënë të drejtën institucionit tonë për bllokimin dhe refuzimin e ndërtimit të 2 HEC-eve mbi kanionet e Osumit. Nuk kishte si të kishte një lajm më të mirë sesa ky në Ditën ndërkombëtare të Rangers, ky vendim i gjykatës. Sipas gjykatës vendimi ynë  i disa muajve më parë, për bllokimin e ndërtimit të këtyre 2 HEC-eve është marrë në përputhje të plotë me legjislacionin dhe procedurat ligjore në përgjithësi.” – deklaroi ministri Klosi gjatë aktivitetit  të mbajtur në Parkun e Liqenit Artificial ku ishin mbledhur rangers nga e gjithë Shqipëria.

Kreu i Turizmit dhe Mjedisit përshëndeti vendimin e gjykatës duke u shprehur se ky vendim do të çojë përpara të gjitha përpjekjet për të mbrojtur natyrën por edhe për të riparë të gjitha vendimet e trashëguara në administratë që nuk janë në përputhje me ligjin.

Ndonëse e vlerësoi vendimin e gjykatës si një shenjë ogurmirë të drejtësisë që po kthehet në anën e opinionit publik, ministri Klosi nuk ka harruar të kujtojë të tjera vendime në dëm të mjedisit  “Ne kemi parë vendime jo të drejta nga ana e gjykatave si në rastin e bllokimit të 9 guroreve në malin e Tomorit, 2 prej të cilave gjykata u dha leje për të vazhduar punën, packa se ato zona me një vendim të propozuar nga Agjencia e Zonave të mbrojtura tashmë janë pasuri kombëtare. Është zonë e mbrojtur dhe ne nuk do të lejojmë që mali i Tomorrit të vazhdojë të shkatërrohet si deri tani”.

Në Ditën Botërore të  Rangers, ministri Klosi theksoi mesazhin se armata më e re e ruajtësve të mjedisit e vendosur pranë Agjencisë së Zonave të Mbrojtura ka një mision shumë të rëndësishëm në mbrojtjen e pasurive natyrore,  por edhe ndërgjegjësimin e të gjithë qytetarëve. Në këtë ditë simbol, ministri Klosi shprehu mirwnjohjen edhe pwr ambientalistët që në çdo kohë sakrifikuan për të mbrojtur natyrën dhe mjedisin.

Në fund të aktivitetit ministri Klosi shpërndau çertifikata për të rinjtë e parë të programit Junior Rangers, program që zhvillohet pranë Agjencisë së Zonave të Mbrojtura.
